Paul Cavagan, a Master Mariner, with an HND in Nautical Science, joined Brookes Bell in July, 2002 from a position as Chief Officer within the B.P. Shipping fleet. He became a partner in 2008. During his 14 years at sea, he served on various ship types, including clean product tankers, various sizes of crude oil/dirty products tankers up to VLCC size, and LNG carriers.  His main area of work relates to the safe carriage of various types of crude oil and petroleum products, steel and break-bulk cargoes, and a range of nautical matters, including navigation, seamanship, ship-handling and port operations, including single point mooring, damage to port structures, vessel structural damage and pollution.  Paul has provided expert reports for, and given expert evidence in, both court and arbitration proceedings in the UK.

Adrian Scales, a Master Mariner with an HND in Nautical Science and a Diploma in Marine Surveying, joined Brookes Bell in January 2007 and became an associate in 2010.  He previously served as Master with P&O Ferries (Irish Sea) Ltd., sailing on both the conventional Ro-Pax / Ro-Ro craft and the HSC Express and held pilotage exemption for relevant ports. During his 18 years at sea, Adrian served on refrigerated / general cargo vessels, small passenger vessels and ferries in all ranks up to and including Master. Adrian completed a Diploma in Marine Surveying during 2006 and is a member of the Nautical Institute and serves on their National Council.

Matt Forbes, a Master Mariner, with a Masters degree in Marine Environmental Protection and Bachelor degrees in Law and Marine Operations, joined Brookes Bell in April 2011. Prior to joining Brookes Bell, Matt had 5 years experience as a casualty investigator and latterly as a qualified solicitor. Matt has eleven years seagoing experience serving on a variety of ship types and sizes, including Crude, LPG, LNG, Products and Passenger Vessels. Matt served in all ranks up to Chief Officer, including a period of UK coastal command.  Matt has investigated and advised on a wide range of nautical matters including collision, grounding, fire, salvage, unsafe port, total loss, pollution, explosion and various aspects of cargo damage.
 
    
MALCOLM DANN

Malcolm Dann, a Master Mariner with a first class honours degree in Nautical Studies, joined Brookes Bell in 1984.  He was a partner from 1990 to 2007 and is now a consultant.  His seagoing experience covered an 11 year period during which he served with a major oil company and with the Royal Fleet Auxiliary in ranks up to and including First Officer.  For 2 years thereafter he was Assistant Manager of a major oil inspection company in the United Kingdom.  He has worked on numerous ship types as a surveyor and investigated oil terminals and refineries both in the UK and abroad, and is now principally involved in oil cargo related surveys and a wide range of nautical matters, including collisions, groundings and unsafe port disputes.  These have led to attendance in court and at arbitration as an expert witness, both in the UK and overseas.  He has also been actively involved in the development and running of a joint Oil Pollution Claims Office in La Coruña and in Venezuela.

Charles Bliault, an Extra Master Mariner, joined Brookes Bell in 1983.  He was a partner from 1994 to 2009 and is now a consultant.  Charles had 13 years' seagoing experience, principally with Cunard where he progressed from Cadet to Chief Officer, serving on a wide variety of ship types.  His main work involves cargo and related surveys especially in connection with dry bulk and break bulk cargoes.  He advises on a wide range of other nautical matters including salvage, grounding, hull damage, port safety disputes, hatch cover condition and personal injury disputes.  He has attended arbitration and Court as an expert witness and is on the list of approved SCRs.

Dave Anderson, a Master Mariner with a degree in Nautical Studies, joined Brookes Bell in 1982.  He was partner from 1986 to 2010 and is now a consultant.  Before becoming a marine surveyor, Dave was at sea over a 17 year period serving on a variety of vessels in all ranks up to and including Chief Officer.  He advises on a range of navigational and cargo matters, and especially on personal injuries and fatalities, and ventilation, and also carries out cargo-related surveys in the UK and overseas.  This has led to attendance in court and arbitration.

Richard Gains, a Master Mariner, joined Brookes Bell in 1998 direct from serving as Master of large bulk carriers and became a partner in 2004.  Richard has 22 years seagoing experience on gas tankers, product carriers, general cargo, passenger liners and bulk carriers and served in ranks up to and including Master.  His work includes surveys involving all types of vessels and providing advice on a range of nautical matters including collision, grounding, port safety disputes and aspects of the ISM Code.  He has acted as expert witness in court and arbitration hearings.

Graeme Bowles is an experienced Master Mariner having spent over 25 years as a consulting surveyor after leaving the sea. During that time he has seen a wide range of different problems and situations involving various ship and cargo types. He is listed by Lloyd’s Salvage Arbitration branch as SCR in recognition of his extensive salvage and casualty management experience in various roles following fires, collisions, groundings and similar mishaps. His seagoing experience was mainly in chemical tankers and the problems associated with the handling of liquid cargoes in bulk, including chemicals and vegetable oils are his particular expertise. He has written reports for and given expert evidence in litigation arbitration and mediation in England, Scotland, The Netherlands, the USA and China.

Mark Keenor, an Extra Master Mariner, joined Brookes Bell in 1992. He has been a partner since 1997.  Before becoming a marine surveyor, Mark was at sea over a 15 year period serving in a variety of ship types including general cargo vessels, bulk carriers, container ships, crude oil and product tankers up to the rank of Chief Officer.  He was also Chief Officer and Master over a two year period of a sail training vessel based in Hong Kong.  His main work involves cargo and related surveys and providing advice on a range of nautical matters including collisions, groundings and port safety disputes.  These have led to numerous attendances in court and arbitration both in the UK and abroad.

Alistair Roaf, a Master Mariner with a degree in Maritime Studies and a Master's degree in Business Administration, joined Brookes Bell in January, 2008 and became an Associate in 2010. Prior to joining Brookes Bell, Alistair was at sea for 18 years, serving mainly on tankers and rising to the rank of Master with BP Shipping. Alistair has served on various sizes of tankers, including a coastal lube oil tanker, clean and dirty product tankers, LPG and crude oil carriers up to VLCC size. He has also worked on a dredger and sailed as relief Chief Officer on a square-rig sail training vessel. Whilst with BP Shipping, Alistair was seconded ashore where he worked as an Operations Superintendent responsible for post‑fixture voyage management and provided technical advice to charterers and oil traders.  His work with Brookes Bell includes providing advice on causation and extent of cargo/vessel damage, the safety of ports, navigation, piracy and the liquefaction of bulk cargoes.  He has also attended as an expert for a number of litigation proceedings, including mediation and arbitration.

Paul Davidson
Paul Davidson is a Master Mariner with a BTEC in Nautical Science.  He joined Brookes Bell in 2008 from a position as Marine Surveyor with the Maritime and Coastguard Agency (MCA) where he carried out Port State Control inspections, Flag State surveys, ISM audits and undertook oral examinations of Masters and Mates.  Prior to joining the MCA he spent four years as Fleet Marine Superintendent following over 16 years at sea.  During his time at sea, he served on a variety of vessels including coastal clean oil tankers, container vessels, multi-service vessels, passenger ferries, freight Ro-Ro’s, anchor handling tug supply vessels (AHTS), semi-submersible mobile offshore drilling units (MODU), mining vessels, drill ships and cruise vessels, serving in all ranks up to Chief Officer.  His main work with Brookes Bell includes cargo and related surveys and providing advice on various nautical matters including causation and extent of cargo/vessel damage, speed and consumption performance disputes, STS collisions, liquefaction of bulk cargoes, piracy, hold cleaning disputes and personal injury.  He has also given expert evidence at arbitration and Crown Court.

John Third, and Extra Master, joined Brookes Bell in 1981 and was a partner from 1982 to 2010, initially in Hong Kong and, since 1984, in our London officeand is now a consultant. He has over 15 years' seagoing experience ranging from general and refrigerated cargo vessels and passenger liners to offshore supply vessels and served in ranks up to and including Master.  Since joining Brookes Bell, John has been engaged in surveying general and specialist cargoes, hull, collision and grounding damages and the preparation of repair specifications for both minor and major works.  He is on the list of approved SCRs.  His specialist activities include navigation, seamanship and collision analysis, cargo stowage and container securing system failures.  John has extensive experience as an expert witness in judicial forums throughout the world.

Roger Daniells, a Master Mariner, joined Brookes Bell in January, 2011, from a position of Divisional Managing Director of a company of Cargo Surveyors and Adjusters. Prior to joining Brookes Bell, he was responsible for the management of the company and delegating assignments to a staff of eight surveyors. He has carried out high profile investigations into a significant number of major casualties and cargo claims.  During his time at sea, he sailed on a variety of vessels including general cargo and refrigerated vessels, bulk carriers and tankers, serving in all ranks up to chief officer.  He is a past Chairman of the British Association of Cargo Surveyors, and remains on the Committee.

TIM GRIME

Tim Grime is a Master Mariner with a BSc (Hons) degree and a First Class Pilot.  Tim spent his seagoing career on general cargo ships, bulk carriers, container ships, oil and LPG tankers serving as Chief Officer before coming ashore.  After leaving the sea Tim has been a marine surveyor, a harbour master, a marine pilot, and has commissioned a new liquid gas exporting port in Nigeria.  He has also acted as a pilot in the Middle East, Far East, UK and West Africa and his pilotage experience extends from small coasters to traditional berths to LPG and Oil tankers to conventional ‘T’ berths, VLCC’s and ULCC’s to floating oil storage tankers or ship-to-ship offshore cargo transfer operations.  Tim has more than eight years experience in a marine survey and consultancy role and has worked for three well known UK survey firms.  Tim joined AMS in December 2007 and has dealt with a wide variety of work including cargo claims and admiralty work and has also prepared many reports for clients in preparation for trial as an expert witness in safe port cases. 
   
CLIVE L. KNOWLES

Clive Knowles holds a STCW II/2 Certificate of Competency as Master Mariner, is a Member of the Nautical Institute and an associated member of RINA.  Clive spent his seagoing days sailing in all ranks up to Master and serving on a wide variety of general cargo, container and passenger vessels.  During his time as a Surveyor, he gained accreditation and was employed as a Lead Auditor carrying out ISM and ISPS audits on British Flag vessels.  He also gained further experience whilst carrying out safety, construction and damage surveys on varying vessel types during dockings, refits and whilst in service to meet both local and International Flag and Port State Control requirements and also administered examinations for Deck Officers applying for UK Certificates of Competency.  Having moved out to the Far East in 2007 Clive was employed with Lloyd’s Register Asia as a Senior Specialist dealing with Port State Control issues.  He is a fully Authorized Lloyd’s Register Auditor both in ISM and ISPS.  His principal areas of specialty include; Flag State inspections for the Marshall Islands and St.Kitts; Ship condition surveys and inspections, investigating damage claims and detailed reporting and interviews to establish nature, cause and extent of losses.
