Neo Beng Kiong joined Brookes Bell in August 2026 as a Marine Engineer. He began his maritime career at sea in 2012, serving on ocean-going container vessels and bulk carriers up to the rank of 2nd Engineer. He also has experience with four-stroke power management systems (PMS) including all ancillary equipment, together with large scale Heating, Ventilation, and Air Conditioning (HVAC), and fresh/blackwater utility systems for offshore floating assets as well as serving as a Technical Executive with a shipowner managing shore-side technical operations, fleet maintenance, and drydocking projects."

 

In 2021, he transitioned ashore as marine surveyor with a leading IACS Classification Society, executing annual, intermediate, and special statutory and classification surveys to ensure compliance with International Convention for the Safety of Life at Sea (SOLAS) and International Convention for the Prevention of Pollution from Ships (MARPOL) across container ships, bulk carrier, oil/chemical tankers and gas carriers. He is a qualified Marine Management System Auditor & MLC inspector, conducting International Safety Management (ISM), International Ship and Port Facility Security Code (ISPS) and Maritime Labour Convention (MLC) shipboard audits (including STCW compliance) as well as company Document of Compliance (DOC) audits.

Executed statutory and classification surveys on behalf Flag Administrations to verify vessel compliance with SOLAS (Safety of Life at Sea), MARPOL (Marine Pollution), and Load Line conventions across container vessels, bulk carriers, oil/chemical tankers, and gas carriers.
