Hisyam is a Master Mariner with command experience.  He joined Brookes Bell in March 2024. During his 11-year career at sea, he served on various vessel types including Multi-Purpose Vessels (MPVs) equipped with tween decks and bulk carriers, carrying a range of breakbulk, project cargo, bulk and grain cargoes.  He has experience navigating and operating vessels fitted with ECDIS as primary means of navigation.


Background

Hisyam has previously worked as a Stowage Advisor, providing expert advice and support covering all matters relating to planning cargo intakes, cargo stowage, lashing and securing.  As a vital role in cargo operations, he was tasked to coordinate the Company’s activities in the ports, managing the Port Captains and liaising with local operations staff on all matters relating to stowage and cargo handling whilst maintaining safe practice.

In 2022, Hisyam transited ashore and took up the role of Marine Superintendent, managing a fleet of MPVs and bulk carriers.  He managed regulatory/compliance matters on ISM/ISPS/MLC and has undertaken various aspects of ship management, including change of Managers, change of Class, and taking over/handing over of vessels.  As the fleet Deputy Designated Person Ashore (DPA) and Company Security Officer (CSO), Hisyam oversaw the safe, efficient and cost-effective performance of vessels managed.  He has experience in preparing vessels for Class Surveys/Audits, Port State Control/Flag State Control inspections, and has experience in dealing with PSC inspectors from different regions including USCG PSC “A” Exam.  He is familiar with Risk Assessment, Permit to Work processes, Root Cause Analysis as well as ensuring Corrective Action and Preventive Action were implemented.  He monitored vessels’ Non-Conformity Reports (NCR) and ensured follow-ups to address them.

During his tenure as Marine Superintendent, Hisyam conducted ISM/ISPS/MLC Internal Audits for the fleet vessels as well as audits and inspections for the Environmental Compliance Program. Additionally, he monitored and ensured vessels were operated in accordance with organisational policies, operating procedures and Safety Management System (SMS).  Hisyam also carried out investigations on accidents, incidents and injuries for the fleet including fire incidents and cargo damage claims.  

In 2017, Hisyam served as an Adjunct Lecturer for the Diploma in Nautical Studies course and the Chief Mate Special Limit course at Singapore Maritime Academy, Singapore Polytechnic.  He taught various Navigation and Occupational Safety modules as per STCW.

  • G2 Ocean Singapore Pte Ltd – Stowage Advisor

Tasked to respond to stowage intake and cargo handling enquiries.  Responsible for planning all cargo stowage to achieve the most cost-effective solutions, considering all the elements such as cargo care, productivity, cost and safety.  Prepared lifting/rigging plans, lashing calculations and method statements for cargo operations.  Provided professional support and follow-up to local operational staff such as Port Captains and Foremen as well as provided guidance and direction on methods and Company Procedures.  He has also conducted Project Induction Safety Training for major projects to local operations team.

  • Pacific Carriers Limited/PACC Ship Managers Pte Ltd – Marine Superintendent

Appointed as Deputy DPA and CSO for vessels.  Ensured compliance of shipboard operations with IMO, Class, Flag/Port State Rules and Company Policies, Procedures and SMS.  Ensured all marine safety and environmental protection policies were in accordance with National and International Regulations.  Carried out investigations on incidents, accidents and injuries and conducted ISM/ISPS/MLC/MARPOL Internal Audits.  He monitored the performances of crew including appraising Senior Officers and Engineers.  Hisyam was tasked with improvements to the SMS for the fleet, including planning safety campaigns and conducting safety training.

  • Pacific Carriers Limited/PACC Ship Managers Pte Ltd – Master Mariner

As a Master, Hisyam assumed the overriding authority and responsibility for the safety of the vessel, the safety of the crew and the protection of the environment.  He fulfilled Charterers’ requests relating to loading, unloading and routeing.  Hisyam ensured that the vessel had adequate margins of stability for the voyage and that the cargo was safe, correctly stowed and secured and the vessel was maintained in a proper state of seaworthiness.  Additionally, he reviewed the Company SMS periodically for continuous improvement.

  • Pacific Carriers Limited/PACC Ship Managers Pte Ltd – Chief Officer

Served as Chief Officer primarily as Cargo Officer in charge of loading and unloading, including lashing, dunnage, securing of cargo and ballasting operations.  He served as the Safety Officer to ensure all aspects of the ship's fire, safety and emergency equipment (LSA/FFA) were in order and served as the Shipboard Security Officer to implement the Ship Security Plan.  As a Chief Officer, he oversaw medical care onboard the vessel and implementation of the Garbage Management Plan.  He took charge of the forward mooring operations during berthing and unberthing.  Hisyam has sailed on vessels trading between ports in Asia, Africa, North America (including Canada and United States) and South America as well as Piracy Risk areas.
