The Port of Liverpool in collaboration with Medcem - a major global player in cement production - is set to develop a major cement import facility to support the UK construction sector and help reduce carbon emissions.
The terminal will see the former P&O site at the Gladstone Dock, Liverpool, transformed into a deep-water terminal.
With the UK Government committing to building 1.5 million homes by the end of the current parliament, the new terminal will play a major role in supporting this surge in construction activity.

Construction of the new terminal is expected to begin in mid-2025, with completion estimated for mid-2026. The first phase of the terminal will consist of four silos with a combined storage capacity of 45,000 tonnes.
These four silos will be designed to handle not just cement, but also ‘supplementary cementitious materials (SCMs)’. SCMs include materials such as fly ash and granulated blast furnace slag. These are key components in the production of low-carbon cement.
